In most cases yes, since the foreign investment system requires a foreign owning company at least one year old, but there are alternative paths that may make it unnecessary altogether, such as the entrepreneurial license or Premium Residency under certain conditions. We help you secure the foreign company whether you need one or more, and we prepare your existing company to meet the investment requirements if you have one.

Foreign investment is a path that allows any permitted activity and does not require the project to be new. The entrepreneurial license is designed for startups, with reduced Ministry of Investment fees in the first 3 to 5 years, but it requires the project to be approved by an accredited business incubator. We help you prepare the files, get the project approved by the incubator, and apply to the Ministry of Investment.

Generally yes, but there is a list of activities, updated by a dedicated committee within the Ministry of Investment, that are off-limits to non-Saudi investors, or carry additional restrictions, or require approvals from relevant authorities. We help you precisely determine the list of activities suited to your business, and guide you to the authorities you need to obtain special approvals from if required.

The timeline ranges between 6 and 12 weeks depending on your activity and how ready your documents are. No, most setup steps can be completed remotely. Your physical presence may be required only in very specific steps if you do not have a representative, such as representing the foreign company and signing on its behalf before the relevant authorities. Yes, all nationalities can set up. Nationalities tied to international sanctions may face stalled residency issuance steps, but they can set up a company in the Kingdom and appoint a general manager for it. We have so far served investors from more than 50 different nationalities.

Capital requirements vary by the categories of activities involved, so trading activities under full foreign ownership require 30 million SAR, while services, manufacturing, and agriculture activities may start from 10,000 SAR. And to date there is no requirement to deposit the full capital to set up the company in Saudi Arabia.

Premium Residency has its own independent program with six different products, one of which is “Business Investor”, which requires an actual investment of a defined size, but having your Saudi company may smooth the path.
